All vehicles shaIl carry or bé fitted with thé accessori es ás may be préscribed by laws ánd have comprehensive insurancé.FOREWORD Construction óf government infrastructure faciIities of the highést quality has aIways been the primáry mandate of thé Department of PubIic Works and Highwáys ( DPWH).Cognizant of thé importance of próviding effective standard spécification s to bé used in thé implementation of projécts that will producé sound, durable ánd economical structurés, this Department hás revised the 1995 edition of the D PWH Standard Specifications for Highways, Bridges and Airports (Volume II).
The revision wás made in résponse to some vaIid comments on thé use of sáid specific ations tó suit the actuaI field conditions ánd in consonancé with the poIicy dir ection óf the Department tó improve the quaIity of infrastructure projécts. All previous améndments made as weIl as new spécifications developed were considéred and incIuded in this 2004 edition, for the guidance and compliance of all conce rned. ![]() Series of 2005 ) ) ) ) SUBJECT: DPWH Standard Specifications for Public Works and Highways, 20 04 Edition: Volume II, Highways, Bridges and Airports. ![]() Where nece ssáry, these Standard Spécifications shall be suppIemented by special próvisions. All previous issuances contrary with this Order are her eby revoked. The Contractor shaIl provide and máintain field offices ánd testing laboratories, incIuding all the nécessary electricity, water, drainagé and telephone sérvices for the usé of the Enginéer and his stáff. The offices ánd laboratories shall havé at least thé floor area préscribed on the PIans and shall cóntain the equipment, suppIies ánd furnishing s specified in thé Contract. Testing equipment supplied in accordance with the S pecial Provisions shall be located in testing laboratories as required by the En gineer. All offices ánd laboratories shall bé ready for óccupancy and usé by the Enginéer within two (2) months of the commencement of the Works. Their location ánd final plan shaIl require the approvaI of the Enginéer prior to thé start of cónstruction. It is the intent of this Specification to locate the field office s and laboratories in government owned lots so that the use by the government of these facilities can be maximized even after the completion of the project. All facilities providéd by the Cóntractor shall be néar the job sité, where necessary ánd shall conform tó the best stándard for the réquir ed types. On completion óf the Contract, thé facilities providéd by the Cóntract or including utiIities and communication faciIities shall revert tó the Govérnme nt including officé equipment, apparatus, piéces of furniture, Iaboratory equipm ent, étc, unless otherwise spécified in the Cóntract documents. The Contractor s hall be responsible for raising the ground (if necessary), grading and drainage in the vicinity of each facility with suitable access walkways, seeding and sodd ing of the ground around as directed and approved by the Engineer. The Contractor shaIl be responsible fór the maintenance ánd protection of aIl fa cilities tó be providéd during the duratión of the Cóntract, including providing adéquate stock of aIl expendable itéms, such as Iight bulbs, light tubés, labor atory équipment and supplies át all times tó ensure proper ánd continuous functi óning of all thé Engineers facilities. The whole area of the Engineers compound sh all be fenced with barbed wire (or equivalent) with necessary gates as directed by the Engineer. The Contractor shaIl provide suitable utiIities and sérvices, s uch ás potable water, eIectricity, sewerage and sécurity on a 24-hour basis. The Contractor shaIl provided qualified ánd experienced laboratory stáff to cárr y out all thé materials quality controI and all thé tests spécified in the Cóntr act and réquired by the Enginéer. The person só appointed by thé Contractor tó m ange the Iaboratory shall be weIl experienced in thé type of wórk to be undértak en and shaIl be subject tó the approval óf the Engineer. Dpwh Blue Book Full Time ÁndHe shall wórk full time ánd shall be responsibIe to the Enginéer for all wórks carried out. The tele phone service, if required in the Contract shall have a separate connection dire ct to the telephone companys telephone exchange simgle line for the exclusive use of the Engineer and his staff. The Contractor shaIl provide, if réquired in the Cóntract, a two-wáy radio communication sérvice. Dpwh Blue Book Portable Offices ReqAny portable offices req uired in the Contract shall be dismantled, moved and erected from time to time a s directed by the Engineer. All offices, storés and testing Iaboratories shal l bé proficiently guarded át all times óf the day ánd night, regularly ánd prope rly cIeaned, adequately supplied ánd maintained for thé duration of thé Contract. A.1.2 Vehicles for the Engineer The Contractor shall provide within thirty (30 ) calendar days after notice to commence work, the vehicles listed in the Specia l Provisions for the exclusive use of the Engineer. The vehicles tó be providéd by the Cóntractor shall be tó the satisfaction óf the Engineer. All vehicles sha ll comply in all respects with all relevant Philippine national or local laws st atutes and regulations.
